Families with children are an essential part of San Francisco's social, economic and civic vitality. Yet, families have been leaving San Francisco in large numbers for decades. The number of children under age 18 in San Francisco has declined from 24.5% in 1960 to 14.5% in 2000 - the lowest percentage of children of any city in the U.S.
Recognizing that the city's high cost of living is one of the top issues affecting family flight, the San Francisco Family Support Network developed its Family Economic Success Policy Platform in 2007. The platform supports family retention by promoting strategies for families' economic stability, advancement and success.
Family Economic Success is the ability of families to secure the financial resources to meet their needs and achieve their goals for themselves and for their children within one or two generations. The unique perspective of the Family Support field is that Family Economic Success should be promoted with a two-generation strategy that includes both parents and their children.

Established in 2008, the San Francisco Family Economic Success (FES) Work Group is a unique collaboration of public agencies, private funders, and city-wide nonprofits committed to improving the economic well-being of low-income families in San Francisco. Current membership includes: Department of Children, Youth and Their Families, EARN, First 5 San Francisco, Human Services Agency, Mayor’s Office of Community Investment, Office of Economic and Workforce Development, Office of the Treasurer, Single Stop, San Francisco Family Support Network, SF Works, TaxAid, and United Way of the Bay Area.
Through its joint projects and bimonthly meetings, the FES Work Group:
FES Work Group members recognize that promoting family economic success requires strategic partnerships between non-profits, government agencies, public and private funders from across a variety of different disciplines. The FES Work Group seeks to leverage and combine the valuable assets each sector possesses in order to have a greater positive impact on families than can be achieved by any one entity.
Co-chairs:
The San Francisco Family Support Network conducts annual briefings each May to report back on the progress of the implementation of the Family Economic Success Policy Platform and to focus the City's attention on Family Economic Success.
The San Francisco Family Support Network developed these guidelines to articulate its role in the development of policies that support San Francisco’s families.
